Most likely an outsider who doesn’t understand what goes on. The episode about NXIVM is in the news in the past month or so with the leader being arrested along with an actress for sex trafficking. You hear how its an organization that’s supposed to be about self help but it’s more than that. Very small. It is too bad the media would not give it any attention. Anyone who says it is not a cult is either a member who has been indoctrinated, or an outsider who does not understand what goes on there.

8,000 denominational members aren't going to pony up $54 million If synod decides they have to, they will. $13.00 per 8000 members per week for ten years and they have it. This group knows how to suck money out of families....and if the families don't have it, the deacons make them ask benevolence. One way or another, they get their money.

Who tells the minister how much he should be giving?

In the US PRC, the only time that you disclose your income and budget is when you request help from the diaconate, I believe. Even then you aren't told how much to give, although you are still expected to pay the church budget amount...

Even then you aren't told how much to give, although you are still expected to pay the church budget amount... The CPRC. This was told by a member so I believe it's true.
